The MTA are beholden to state funds and national politics.

The MTA is not just passively along for the ride here, if they kept making a case that this was important they would eventually get the funding.

Right, sure, they're not getting the funding because they're not asking hard enough.

The MTA produced a very comprehensive report that showed hurdles and projected costs. Frankly, I don't think this is all that important, and I'm all for flooding the MTA with all the money.
