LAX would have still needed something to move people around at the airport, given the layout of the airport, unless they had the train making multiple stops at the airport, which would be worse.

The loop is already double decked. I don't know why they cant devote one of the ten lanes or so for a shuttle bus and save a billion dollars and get about the same utility.
